Customer Case Study - Using Productivity and Efficiency Service Improvements toPlan the Workforce

Skills for Health were required to develop a 10 year workforce strategy for health.  To do this, they needed to understand the impact of demographic and policy change in the East of England.

Initially they undertook some financial modeling of the system, forecasting that the region could plan for a 7.7% increase in workforce.  Scenario Generator was then used to model scenarios for the 10 year period and calculate projected costs based on a number of changes in demand:

• Population growth
• 10% reduction in outpatients
• 30% reduction in A&E admissions

Skills for Health were able to test the impact of these demand profiles against the anticipated workforce requirement.  Scenario Generator was key in demonstrating that it would not be sustainable to continue to plan the workforce in the same way, if productivity and efficiency gains were not achieved. 

The work with Scenario Generator formed the basis for consultations on the workforce strategy across the region, contributing significantly to the final strategy.
